Eyeshadow

Use an eyeshadow palette and apply the lightest color to the lid and just under the browbone with a fluffy brush. Then apply a medium color to the middle of the lid and outer corner and then use the darkest color on the outer corner and blend into the crease.

Mascara

Apply mascara to the top and bottom lashes for a bold, dramatic look.
